CITIZEN VOICES SHAPING WOMEN’S HEALTH AND EMPOWERMENT IN BARINGO COUNTY
Citizen voices must inform lawmaking for policies to respond to real social and economic needs. This guided the policy dialogue forum held in Baringo County, which brought together women leaders, youth, community members, and stakeholders to examine how lived experiences should shape decision making at national, county, and ward levels. The dialogue emphasized that meaningful participation must go beyond consultation and directly influence policy design, budgeting, and implementation.
Hon. Flowrence Jematiah Sergon, Baringo County MP, led the discussions and underscored the importance of accountability and inclusive leadership. She emphasized that leadership has a responsibility to respond to the realities faced by citizens and ensure that policy commitments translate into tangible outcomes. Community experiences shared during the forum helped identify gaps in implementation and highlighted areas requiring urgent attention.
Discussions focused strongly on health and empowerment issues affecting women in Baringo County. Participants raised concerns about the limited number of county health facilities, shortages of hospital beds, inadequate medical supplies, and lack of specialized services, particularly in gynaecology. Women also highlighted the shortage of doctors, overcrowding in facilities, and poor quality of consultations, which continue to limit access to safe and quality healthcare. These challenges raised critical questions on how health infrastructure and service delivery can be improved to meet the needs of women and girls.
Women’s economic empowerment was also a key issue. In the northern parts of Baringo County, insecurity has significantly disrupted livelihoods. Many women struggle to access water and provide food for their families. While some engage in small scale economic activities, high competition, limited markets, and lack of growth opportunities hinder reinvestment and sustainability of their initiatives. These constraints continue to deepen vulnerability among women and households.
The forum highlighted the importance of women’s leadership, youth participation, and multi stakeholder collaboration in strengthening accountability and closing gaps between policy commitments and implementation. Participants called for deliberate investments in health systems, improved security, and targeted support for women’s economic activities to build resilience and promote inclusive development.
The dialogue concluded with a clear call to action. Citizen input must actively shape policy processes to deliver accessible, safe, and quality services. Grounding policies in lived community experiences remains essential to ensuring that governance responds effectively to the needs of citizens and delivers measurable and lasting impact.
